This is a diagnostic connector for the engine. All of the ISL 1000 series, Hybrids, and Hybrid Artics have the connector there. The ISM 1000 series buses have it near the driver's seat.

Odd, on all of Mississauga's New Flyers the connector is right next to the drivers seat, on that black duct that goes from the side dash (where a lot of the electronics are located) to the ceiling duct. On our D60LFRs though, we have two connectors, one from that black duct in the drivers area and another in the same spot as seen in the picture above. I was told the one under the air duct is for the HVAC diagnostics.
