The board could resign, but as long as you have politicians putting other politicians in the positions, it will just be more of the same. It irks me that so much is spent on lobbying when that money could be put to better use. Pagano was a crum and it was long suspected. But, many of his generals also cashed in on his watch and got away with it. Many of his pals are still in positions of power, and it is believed that many at least knew what was going on, if not cashing in themselves in some way. Only time will tell if things change.
