Does CTA's pattern of replacing buses:

 

...Taking into account the 2001 shift of buses with preheaters from K to FG, leaving K with all junk until recently, just replacing 5300s in place, especially at A and 77th make sense?

Makes a lot of sense...but then the rule of transportation:

"if it makes sense...it doesn't happen...ever !!!!"

It is amazing at how much time and energy is spent moving buses around. I am sure it has something to do with the mandate to keep equal parts of types of equipment at all places (north vs south vs west, etc). However, with just about an entire fleet being replaced in this case, a lot of energy could have been spared by simply replacing the oldest with the newest. In that case Kedzie would have got New Flyers 1st. Replace the 5300's where they were, then balance out the rest of the load. Of course that would have had Chicago getting Flyers ahead of somebody (5400 are older than say 5600/5700). It may just also be a case of displaying the new equipment. Lets face it...the way it falls out, you see a whole lot of New Flyers roaming around downtown right now...gives the balance thing a sense of centralization !!!!
