why do the new galley cars with accessible bathrooms have hand washing sinks in them when their is no water or soap to wash hands anyway?

they do have the hand sanitizer when and if crews restock it.

It seems like a waste of capital costs to put sinks in and not use them.

Sinks are put in as a part of the bathroom itself. My guess as a reason as to why they are there is because there is probably some rule or law that states that a bathroom must have a sink, and I would imagine as long as it is there, whether usable or not, it qualifies as compliance.

Water was taken out of most of the bathrooms because people have a knack of trying to drink it, and it is not drinkable water. Therefore, to protect those who cannot protect themselves, water is not "turned on". The only place you will find water in the sink in a gallery car is in the 8500 series cab cars. Why those are the only cars that have water turned on is beyond me, but that is it. When the 6000 series cars arrived along with the 8500's, there was a memo put out that when the temp got below a certain degree, the water was to be cut off to the total bathroom so it would not freeze, therefore there would be no water in the toilet either. There are actual water tanks in those cars as opposed to the sanitary blue stuff you will find in the older coaches. For whatever reason, those toilets tend to back up and overflow. When you see out of service stickers on the doors, that is why...more in the winter than the summer. Other than getting drained, there is not much else done. Also know, that maintenance in the bathrooms is by far the lowest priority of any maintenance done making using it lower than an out-house.

Acutally, the sanitizers and toilet paper get filled quite regularily...more often than you realize...probably 2 or 3 times a week. Of course, there are those who will take and use to extreme, leaving nothing for others to use at a later time.
