A requirements contract legally means that it is purchasing only what it needs, although the requirements must be in good faith (i.e., after entering into a contract, CTA can't just look for cheaper parts elsewhere and then say it doesn't require those under the contract). However, this is not assurance that any buses will be around for two years, nor that any of these parts will be ordered.Since there is an official procurement site, I wonder why CTA is spending money on the Red Eye, unless the Red Eye is just duplicating Tribune classified ads. I doubt that many suppliers are readers of the Red Eye.Solicitations can be withdrawn until the contract is awarded (such as what happened when NABI was the apparent low bidder on the 1000s, the solicitation was withdrawn, and rebid a year later with New Flyer winning).This does prove that despite those who fawn over various models of buses, most have the same parts.
