Rail upgrades

All this work on upgrading rail signals cost money too. With the #5000 railcars being AC versus DC. I'm not sure if they would operate on the old DC system. So that would require a system upgrade. (most of which has already happened)
The AC vs. DC issue doesn't directly impact the signals, but the problem was (since the chopper control tests of the 1970s) that solid state controls for the motors cause radio interference with the signals. The interference probably would be worse with AC, as the solid state stuff has to change the third rail DC to AC.

As you noted, most of the upgrade has occurred already, with the Blue Line work supposedly being the last of that.
