UPS pays for the service (as also illustrated by  a recent CTA ordinance charging UPS $135.50/service hour less fares), so either UPS gets enough scabs to make it worthwhile or the service gets cut after a few days.

Given that some of the garages that run the service are represented by the teamsters, it will be interesting to see how the transport of scabs gets handled.

I don't think that enters, as Pace is public transportation and any action against it would be an illegal secondary boycott and violate collective bargaining agreements with Pace.
