There was plenty of room on the west side of the right of way to expand the station. The up and over was because the engineers didn't think that the embankment was stable enough to dig into it; the construction (west station entrance and the row of storefronts) is west of the embankment wall. It's different than at Belmont and Fullerton, which were on steel structure, and the structure was just expanded to the east. What would have been necessary is something like what's now being done from Lawrence to Ardmore, with putting up a new structure on columns. I don't know if that was contemplated, and, given the complexity of the rail connections there, could have been done while retaining service.
