CTA Rail Term: "Cutting"

Was there any more to this conversation that you heard? I'm guessing this means removing cars from a train to run shorter trains after the rush hour is over. Usually, "cutting" is not done if there is some event downtown (Taste of Chicago) that would cause higher than normal ridership during non-rush hours.

Historically, the L ran longer trains during rush hours than any other time of the day. These days maximum length trains tend to be operated most of the time, especially on Howard-Dan Ryan. Red might cut to 4 cars at night one or two nights a month. Blue cuts to 4 most weekends, Brown some, but by no means all weekends. Orange and Green do tend to run 4 except rush hours.
