It turned out to be a spiral bound copy of the specs for the hybrid articulated buses the CTA is looking to buy. There are a few addendums which I haven't been able to look at. Who else got one? I'm somewhat surprised that they would send one to someone whose name wasn't New Flyer or Nova, but I guess they are obligated to do so. Quote

Go to transitchicago.com, pull down Business, then Procurement Information, then click on Contract Opportunities, then Supplies, then the number opposite the RFP for up to 900 hybrid buses, and then REGISTER TO DOWNLOAD PDF. That gets you to the registration screen, which, as indicated in my dialog with ryanbytes, above, you have to deal with. Quote
