The project cannot be implemented until local funds become available. I guess it must have found the local funds for West 31st. Update: The preceding JARC/New Freedom page shows all sorts of projects for CTA, but basically unchanged from 2008-2009 for this reason. It indicates that CTA had to put up a bit over $1 million as matching funds for 31st. The JARC/New Freedom 31st St route remains on 31st St from Cicero to King Drive. From the Press Release: "Federal funds from a Job Access Reverse Commute (JARC) grant along with local matching funds will be used to help support operational costs of the experimental service enhancement."
