Racine siding is used every day. Weekends alternate SB trains turn back there. After Douglas was disconnected from the Blue line it was soon discovered there was too much service on the Congress end, so weekend turnbacks were started. Also there have been weekday evening turnbacks there for a long time.

You are talking about the Morgan middle track.   He is asking about the side track that is south of the EB track at Racine.   I think they're work tracks.

Yeah, I've seen yellow work vehicles on that siding occasionally. Same with the siding by Western (Forest Park).
