In the case of 250, it is because people in Evanston told the North Shore Restructuring Project that they wanted a direct route to O"Hare. They weren't interested in going to the Blue Line. For that reason, Pace combined the old 220 and 250.

The old 220 route and route 330 used to terminate at the O'Hare blue line terminal, but that changed during the North Shore Restructuring Project when the 220 was disconnected and the 250 was extended to O'Hare. At that time the new terminal for the 250 and 330 routes became the O'Hare Kiss and Fly terminal.

By the way, passengers trying to get to the blue line via the 250 and 330 routes can just take the free O'Hare transit system from the Kiss and Fly to Terminal 3. From the stop at Terminal 3 to the blue line terminal signs showing "trains to city" will lead the way for unaware customers. This shows that the current 250 and 330 routes are not a bad connection to get to the blue line.
