147 Outer Drive Express

Because certain #147 deadhead back to Devon/Broadway to start another SB trip and after certain time those buses to the garage.

Certain #151s used to do this (back when North Park still had some of the Belmont/Halsted runs), rather than turning onto Adams en route for Union Station the buses would continue on Michigan to Harrison for the last stop, then hit the drive via Balbo to Belmont or Foster for another trip.

This is no longer the case.

Correct. 146 has it's last trip from Museum Campus a little before 9:30pm on weekdays and 9pm on weekends. Under the 12/28/08 experimental South Loop changes, 146 now terminates in late evenings at Roosevelt Orange, Green and Red lines via State, 11th, Wabash and Roosevelt as part of South Loop area service enhancements. Also daytime 146 was rerouted to stay on State between Balbo and Roosevelt and operate to Museum Campus via Roosevelt to Columbus instead of Balbo to get to Columbus to replace 12 Roosevelt service that no longer goes to Museum Campus.

Why can't both the 146/147 run the same trip (same destination).

And the 147 could be called "Outer Drive/Michigan Express.

Because they are two completely different routes, the 147 works Sheridan road from Howard to Foster then runs express, where the 146 runs Marine Drive to Lake Shore/Belmont then goes express, the 147 wouldn't be express between Foster and downtown if it had to work Marine drive also!

What I was saying is that either the 146 can go to Howard or the 147 can go to Berywn, and the 147 can go to the Alder Planitarium via Roosevelt Red Orange Green Lines, or the 146 terminate at Congress Plaza.

146 to Howard would be duplicating the 147. 147 to Berwyn makes little sense with an express zone from Foster to Delaware. How many people would you get to board southbound in that case? Practically zero. If you mean 146 going to Congress Plaza at all times of service, where would you stage all the buses during rush hour with the 7, 126, 132, 143 and 147 already there? Without 132 and 143 there in the midday and evening and with the extended service hours on the 7, Congress Plaza is already crowded enough. I suspect that's why 146 evening trips now end at Roosevelt Orange/Green/Red Lines despite the 146 having staged in the opposite direction after the previous reroute onto Balbo between Michigan and State a year or so ago. The Museum Campus doesn't appear to currently be a big enough traffic generator for two regular service routes any more if the 12 no longer going there is any indication. You'd just be duplicating the 146. With the budget pressures of today CTA can't afford to be duplicating service that's already there. It's already making enough inefficient decisions with the neverending bus swaps.
