I thought about bloviating, but the regulation itself has the answer: 49 CFR 604.3(-c-)(2) defines "charter service" in part as: Transportation provided by a recipient to the public for events or functions that occur on an irregular basis or for a limited duration and: (i) A premium fare is charged that is greater than the usual or customary fixed route fare; or (ii) The service is paid for in whole or in part by a third party. In this case, it is event service, but the public pays the customary fixed route fare. Thus, if anyone is to question anything, it would be Ravinia service, where Highland Park "pays the fares." On the other hand, they use depreciated buses, and arguably the service is run by Highland Park rather than Pace, taking it out of the "third party" category. Besides I called PACE North Shore and spoke to the safety manager and suggested that they barrow additional buses from PACE Northwest for next years show. I only took a picture of the bus stop sign this year because I didn't get a chance in 2012. They know about every other event service. Considering that every suburb has some sort of fireworks, Wilmette would seem to be the exception rather then the rule. For instance, I remember someone asking me to take them to the fireworks for DesPlaines at Oakton Community College, and there was no way to get into the parking lot, even though it was $5.00/car. I then figured the easiest place to see them was at the Glen Metra station, where one got at least the Glenview and Northbrook shows. Makes sense, I have also wondered why PACE Northshore would sometimes hire Wilmette School bus drivers for the fireworks bus? Could they just be school drivers wanting to make extra money over the summer by working for PACE? I know regular PACE northshore operators also drive the firework shuttle would this be by pick? MRChiCity Posted April 12, 2015 Author Report Share Posted April 12, 2015 Well I talked to several North Shore operators who have done the Gilson Park fireworks shuttle and they say that it is chaos. The main reason most operators work the shuttle is for the overtime and it was mentioned that sometimes they do not get off work until midnight. Would it be safe to assume that every North Shore operator has worked the fireworks shuttle at least once? I know CTA5750 tried to get a job as a operator at PACE North Shore, if he did and had to work the Gilson Park Fireworks shuttle would this evoke memories of working the 152 Addison or 22 Clark during Baseball seasson? Your spelling aside, it is normal fare (2 times base fare), so since Pace still thinks it runs based on the recovery ratio, this more than meets it.I don't have this contract, but the Niles and former Downers Grove contracts required a subsidy by the municipality of the first 36% of the cost (in the Niles case it assumed that the village "paid the fares"). After dropping off passengers at Michigan and Washington they are supposed to go East on Washington, South on Sheridan, and east on Central.
