It also forced Metra raise fares. Pace started the 317 when cta cut the weekend service on the 17 (2/2/92). This was extended to midday weekdays when cta cut midday service on 4/26/98. They did not operate on top of the cta service. Full history for the 48 South Damen 48 South Damen CCRy Streetcar 1/7/17, Extension Bus 48A 8/12/46, Bus 1/26/48 Streetcar route existed from 47th to 74th St. Route from 47th to 63rd opened 1/7/17, extended to 69th 12/28/30 and to 74th 2/15/31. An extension bus route 48A was created 8/12/46 between 74th and 87th, combined with main route 1/26/48 when main route was converted to buses as 48. Renumbered 50A 1952. Extended from 47th via Damen viaduct to Archer 2/11/62. Service cut back again to 47th except for RH from 5/24/64, Su service after 1pm withdrawn. Eve service withdrawn 9/9/73. Chicago Transit and Railfan has it running only when 17 wasn't. As far as what happened, while there is always a constraint on resources, this was not a Doomsday, but the implementation of a Booz-Allen consulting plan on how to run the system more efficiently (you don't hear anything like that today). The hallmarks were:Dividing the bus system into primary and secondary, and putting full service only on the primary routes, usually on the 1-mile grid streets. (Since those routes were the ones with remaining Sunday service, they tended not to be affected by the Doomsday plans 10 years later.)Owl service only where there was demand, and then only every 30 minutes. For instance, N77 Belmont was cut back to Central.Eliminating duplication between CTA and Pace by letting Pace have the outer city routes (49A-349, 56A-270) and CTA only furnishing supplemental service (49A during the rush hour, 56A only alternate buses). Pace also picked up the Saturday 204 and the 317 runs noted above. Of course, current CTA thinking is exactly the opposite.Routes superseded by the Orange Line were finally eliminated (such as 42 and 164).As previously mentioned, Booz-Allen also recommended something other than a 40 foot bus for the NW side and SW side feeders to the Blue and Orange Lines. Nothing came of that. Also, about this time, the idea of 24 hour L service on all routes went out the window (there was 24 hour service briefly on the Green Line after it reopened) and conductors were eliminated. David Mosena was the CTA President for a short time while this was happening, and then went to the Museum of Science and Industry. Political rumor was that he was installed as the hatchetman, and when the restructuring was done, was moved aside and the political plum was given to Kruesi.
