It is already in effect if one uses a Transit Card instead of a pass or Chicago Card. Current fare chart.

sw4400
4/16/13 1:36p Rail Line(s) Affected: All Rail Lines Service Interruption Severity: Guarded Alert. No credible attack for Chicago is imminent, but with the potential terror attacks during yesterday's Boston Marathon, be vigilant when riding the CTA trains or waiting at rail stations. If you see something or some activity that looks suspicious, contact CTA Personnel and/or call 911 to report it. Story Note to those Transit Fans who like to take pictures and videos of buses and trains: with increased security and people watching for suspicious activity, you may want to refain from photography and videography for a bit until things calm down. CPD and Private Security will be on you instantly if they notice you or if someone reports you, and I don't think no amount of photography policy will deter them from stopping you immediately and/or arresting you.
