Why would idot purchase a vehicle destined for Amtrak a regional service? I thought Amtrak procurement runs at the federal level? The fed's philosophy the past 10 years or so has besn that if the states want regional service, other than in the Eastern corridor, they have to coordinate it. Nippon Sharyo USA has a descfption how it worked with respect to regional rail high level cars. I didn't know about the locomotives, though.
