I would say how could they provide service but ridership levels are anemic right now. They probably have enough in other yards to run service.

It took me a while to figure it out,  but there was a shooting of a black man by police in Kenosha and there has been unrest there since.  This is what prompted Metra to suspend service to Kenosha.

They haven't suspended all service to Kenosha.  This is the alert that is currently up on the Metra web site:

Due to due civil unrest/curfew in Kenosha, trains #351, scheduled to depart Ogilvie Transportation Center at 5:44 PM and #365, scheduled to depart Ogilvie Transportation Center at 9:35 PM will terminate at Waukegan. Train #341, departing Ogilvie Transportation Center at 5:03 PM will be the last train traveling to Kenosha.
