This also explained why my train entered the station at a slow speed (after stopping in the tunnel right before the station). Also of note were track workers around Armitage doing some welding and other stuff. This may slow down Red and Brown Lines. Quote

Winds of 60-80+ mph are possible with this storm. Storm damage and power outages are likely... While CTA Rail service is not affected at this time... weather conditions, if they become serious enough, could cause various delays on any or all the "L" lines and could also cause disrupted service where Shuttle Buses may be likely depending on the severity of the storms... Be mindful if you're traveling by "L" tonight and listen for any potential delays/disruptions of service... I will try to post any delays/disruptions in service here so long as I have power.... Official: Green Line service has been temporarily suspended between Garfield and Ashland/63rd-Cottage Grove due to track switching problems. As a result, trains are operating only between Harlem/Lake and Garfield at this time. Shuttle buses are available to provide connecting service through the affected area between Garfield and Ashland/63rd, and Garfield and Cottage Grove. You can use the #4 Cottage Grove, #3 King Drive, #29 State as an alternate to Green Line Service. In addition, consider using the #55 Garfiled, and the #63 63rd buses for connecting service to the Red Line towards downtown. See station personnel for further assistance, and pay attention to announcements on trains and at stations for service information. We are working to restore service as quickly as possible.
