The last reason is either due to a high level of buses out of service or, the most likely reason being a lack of drivers to fill runs. @YoungBusLover has referenced driver shortages. CTA can hire all the drivers it wants but it doesn't work if they don't come to work. You know its bad when they have extra drivers ready to fill in for sick calls and all of the extras go out on runs. By the afternoon, CTA'S ONLY hope is to convince morning drivers to do overtime. Based in my multiple observations and riders between Roosevelt and Michigan Ave and Roosevelt and Damen or Western, my longest waiting time is about 15 minutes, but I usually get a bus in less than 10 minutes. Things are volatile at the moment so one day can either be better or worse depending manpower, equipment and the overall leadership from CTA's top brass being supervision, management and 567. Pre-Pandemic at my garage at least things were relatively normal when I started out in late 2019. Most of the runs I got being on the extra board were late PMs and overnights mainly because that's all they had available at the time. Now in 2022 it seems like anyone can get stuck anywhere on the extra board, the drawback to that is you have too many runs needing fulfillment and not enough bodies to cover them. Resources are stretched so thin in some areas where the normal 10-15 buses on some key streets have dwindled down to 4-8 buses at a time. Runs for the morning seem to get more priority over the evening runs from what I've noticed. Another we should factor in is the Winter Pick being canceled for Bus operators, that really added fuel to the fire because normally everyone shows up to work after new pick has started and usually by the tail end it is the exact opposite in some cases. I'd imagine with a usual 2400 operators (if that number of total operators is still accurate) then 97 drivers is probably half of what should be there on a Sunday at 103rd.
