Between the Dan Ryan Red line, Forest Park Blue line and Ohare Blue line how common is it for people to hop over the barrier onto the expressway? Last weekend  was driving down the I-290 and me & the rest of traffic had to abruptly to slow down because a homeless person at the Racine stop was walking across the expressway. Has anyone seen something like that happen before? The person was walking from the train tracks crossing the east bound lanes going toward other side of the expressway.

See it all the time when in route thats how the 10-72 happened a Montrose a few weeks ago

I saw an articulated bus on Belmont today going westbound around Campbell. Probably around 5pm. I actually had no idea artics ever ran on the 77. I think it was terminating at Kimball. Anyone know why they run them on the 77? School tripper for Foreman or something?

Probably a deadhead of a 151 or 156 ending at Belmont-Ja;sted back to K, but still in service for accounting pirposes.

The PM ones are pretty recent. As noted above they come off a K route terminating there and then work as an 82 to Jackson. There have been on and off sightings of K artics in the mornings throughout the years, not all starting at Kimball, @andrethebusman mentioned one that pulled out Via Grand to Central worked east then became 151 or 156. IDK if that run was for Foremen or just K helping FG due to Archer closing. I think the AM run pretty much does the opposite of the PMs.

I don't know  about Sean Duffy's methods, such as that CTA has to implement  'a safety plan by Monday, but there is too much craziness on the rapid transit, especially owl, that something has to be done. In addition to the above woman being set on fire, and another woman in a wheelchair sexually assaulted at the Jackson RedLine stattion apparently first on the platform , then rolled onto the elevator and assaulted again upstairs. As far as legal fault, it is a matter of concurrent causes and the duties imposed on the various parties. A common carrier has a duty to observe a high degree of care for the safety of its paying passengers. It also owes a high duty of care  to business invitees (paying customers) on its premises. CTA claims to provide certain safety measures, such as cameras and contract security forces with dogs.

With all the crime on its property, it can be said that an incident such as this was foreseeable.

The theory isn't any different than if one is raped in an apartment corridor, the injury 's a foreseeable result of the landlord's failure to fix the lock on the exterior door.

I was only arguing for more cops to prevent this type of crime, but since you brought up "responsibility," this is enough for any personal injury attorney to get at least a $20 million settlement out of the CTA.

It was also reported today that the same suspect was arraigned for an assault on the Blue Line at Grand, so it appears that there are multiple predators in the subways in the wee hours. Johnson claimed to have turned in a safety plan today. Let;s see if it has any real effect.

But the CTA has no way of knowing who uses its services.  It doesn't have ID checks like at the airports.  And the CTA is forced to rely on the appallingly understaffed Chicago Police for most of its security. I would love to see a cop per L car, all day long, it would make the CTA as safe as Metra is now.

There aren't any locks to pass by to get on a train, as long as you've paid your fare, you can ride. Until there's some sort of way to instantly identify anyone banned from the CTA & then actually prevent them from entering the property, I still say the main fault is with the incompetent political hacks Madigan inflicted on the Cook County courts. If we had judges who would actually lock up anyone who commits a crime while on an ankle bracelet, the amount of crime here would go down. the secondary fault was that the Safe-t-Act was poorly written. Anyone arrested with a gun who has no right to one should always be remanded until trial. Anyone who has a certain number of arrests, the same thing.  Some people are utterly unable to live in a civil society & need to be removed from it, for the safety of the society!

A common carrier is one that is required to transport all passengers.For this harm to be foreseeable, it is only necessary that CTAknow or have reason to know that this kind of scum is on its property. It does not have to know that these particular individuals are.

It would be different if a a passenger on the Lake Forester went ballistic because (a) it is or was a private car, and  (b) it isn't foreseeable that a fine member of the Armour, Swift, or Griffin family would have done something like this. But CTA knows (and your initial comment reflects) that CTA knows that it has a different type of clientele on the rapid transit at 3:00 a..

The CTA has no way of keeping out miscreants. It's simply not designed to. The CTA has no way to predict some loon will set a woman on fire, but the Circuit Court of Cook County did know that & allowed him back on the street!

Its not the safe t act its the judges who wont hold them mfs you charged with a violent crime & you have violence in your background a judge should hold you but its left up to the judges & some of em just don't care they get paid to put people on the band thats the problem its a kickback somewhere in the crooked courts just follow the money
