Mileage could be the reason among other things.

It’s taking six years to replace 484 buses, when it only took 3 or 4 years to retire 3 and a half bus series which were the 4400s, 5300s, 5800s and 6000s. If CTA is having this hard of a time retiring 484 buses, it’s going to be a disaster retiring the 1000s, that’s going to be a 20 year retirement lol. What is CTA doing, I’ve always hated the 6400s the entire time they’ve been in service, they sound like garbage trucks and they look weird. Why does a bus sound like a garbage truck lol? What would CTA do in the worst case scenario of the 6400s just suddenly stop working or they have a failure to where they can’t operate anymore. Basically a Nabi situation where buses were no longer operational and CTA had no other choice but to work with what they being short on fleet, how would CTA respond when they can’t get new buses right away? Would they have to stretch garages thin to have buses for routes. What would happen if CTA was really short 70 buses? CTA is stuck in this Proterra vortex. Not only does it take a long time to build infrastructure to charge buses, the order takes forever, plus the tests are so internal it's like we're back hunting down ballard #5900's. Oh I remember how frustrating it was to locate those in the 90's. There was no bustracker, us bushunters out here were old school back then. Seeing one was like seeing a long lost relative that you thought you may never see again. So currently the 6 Proterra #600's are here, but we wouldn't know it unless we got a job at the CTA. They may be testing internally, until the balance of the order arrives. That is not until 2021. So CTA finally got there head out of the sand and is pursuing another order. Most likely the buses will go in service either before the #600's or together with them. What I don't get is how they can test this long. Either the buses work or not. Essentially so far they have ordered buses for experimentation. Maybe they need to go to a university for examination. Out in California the buses would already have had a few thousand miles on them. CTA has been lucky with the #6400's. Many of them worked out of places like Archer and Forest Glen for many years so I can imagine the mileage is low. Even then when I last saw #6814 it had 450,000 miles (in 2014). That's alot. Most fleets retire at that age. Figuring they do 40,000 a year the buses should be around 5 or 600,000 by now. That is incredible but if you replace parts it's gonna last until the frame breaks. Which makes me wonder running buses for so long I wouldn't doubt the buses do have microscopic problems, just don't get in a major accident. At least the AC works. The #7900's are horrible in that regard. Definitely a Canadian bus. To answer your last question that actually came true thanks to Corona. Didn't seem to affect operations that much. So far CTA has done better with the hybrids, I don't get why nobody wants those anymore. They burn less gas and are not as expensive as full electric. I noticed #6859 sitting in one of our garage bays for the past week now where other buses are stored for the next day to be pulled out for service. #6867 appears to be getting prepped for something because it was sitting next to #7999 and #700.
