Back in mid to late 2019 CTA decided to refurbish several #6400s to be used solely for Training purposes. At the time waiting on availability of buses during the am rush periods prompted the move for recently retired #6400s to be used. Once the pandemic started that plan was scrapped. That isn't the reason, as CTA ran a full schedule during COVID. The real reason is that about 80 buses should have been replaced by now (between 600s and 8350s) and, unless the 6400s are generic training buses (that's why I asked about CDL training), there is no reason to provide specific training on a series that should be out of revenue service.
